Yes, in the FAQ is has the question can I run my own servers - the answer
is
yes subject to fair use (they say they don't want you offering 1000's MP3s
etc..)

I don't really want to risk getting it to find that I can't...I'm in
Holland
and the minimum contract period is 1 year..


Costs for ADSL here are :

Basic (512 down 64 up) 99 NLG (approx 28 gbp p/m) with 1 fixed i/p
address
Fast (1024 down 256 up) 175 NLG (approx 50 gbp p/m) with 4 fixed i/p
addresses

both come with batched smtp which means you can collect your mail with a
mailserver. or run your own..
