How about some lateral thinking:
- Vibration sensitive microswitch glued to the side of the TV. Don't know
about your TV, but mine shudders when the volume is at a reasonable level!
- Focussed light sensor near the front of the screen to pick up light from
the tube.
- Pick up IR signals from your remote as an indication that the TV is on
(depends on how much you channel hop I guess!).
