That's a thought- if there's a SCART socket, there might even be a pin that
goes high when the TV is _actually_ on. Is Pin 8 (function switching)
pulled up internally? Have a prod with a multimeter between pin 14 (gnd)
and the others and see if any are useful!
Otherwise, a comparator circuit to detect activity on a composite video
output shouldn't be too tricky to build, if you can find someone with
electronics knowledge and an hour to spare... I'm guessing about 3
resistors, a capacitor and a transistor (but that's open to discussion!)...
actually, that might be quite useful for me too, so if any CCTV cameras get
switched to the video bus, it could start recording immediately... hmmm...
