Pin 8 is a switching pin that has +12V for a video Input or +5V for a 16:9
video input.
Pin 8 on a TV is an INPUT not an output.
A VCR will output a voltage, usually 12V on Pin 8 when on PLAY only.
A Digibox will autochange between +5 and +12 on Pin8 in response to
Widescreen broadcast
One possible option might be a video detector circuit connected to the
VideoOut of one of the TV SCART's but even this may fail as my Mitsubishi
can be setup to loop one scart input out to the other scart for dubbing
even when the TV is off.

Ah, this inspired a thought - SCART includes a 5v signal on one of
the pins which is only active when the TV is turned on. Wire it to a
parallel port pin or CD on the serial port and your PC will know when
the TV is on...
