Hmmmmmm....

I had one in my garage and it worked great (although I'm 6'3").

I had this same problem in my downstairs toilet.  My daughter was too short
for the PIR to "see" her and have Comfort turn on the light. 
However there
was an adjustment in the PIR to make it "look" lower.  Now it
works fine for
my daughter.  I know other PIRs come with different lens's to give
different
spread patterns.  You could try contacting the makers to see if they can
suggest how to make the beams go lower.
