What leads are involved?  Obviously there is some difference in the cabling
when there is either a SCART or a BNC at the end of it.  Most likely
problem would be a fault on the SCART cable.  Or maybe it doesn't connect
the signal to the composite video input pin on the SCART?  BNC to SCART
leads are usually RGB rather than composite video- BNCs aren't usually used
on domestic machines for composite any more (I guess phonos are cheaper ;-)
).  Describe the cables for us, and if you can, what exactly 'fuzzy' looks
like.
