Composite video & SCART



I have a question about CCTV (composite) via a SCART and wonder if any one
can help.

I have a CCTV which I wish to record to a domestic VHS video recorder. The
VHS has a SCART socket and a BNC Video In socket.

When I "plug" the CCTV feed into the VHS via the SCART, the
quality is
fuzzy.

When I "plug" the CCTV feed into the VHS via the BNC, the quality
is good.
This is also true of my Camcorder.

I really want to use the SCART and not the BNC (for other reasons). I have
asked various places (TV repair specialists etc) and they all say that the
SCART pin should be the same as the BNC socket and therefore cannot explain
the problem.

As any one got any ideas?
