AWM2 and energy efficient bulbs

Are AWM2s and energy efficient bulbs supposed to work correctly?

I've wired mine in, and it pretty much works as expected. I can turn 
the lights on and off by the wall switch or by CM11. There are three 
9W energy efficients being controlled by one switch.

However, when they are off, one of the bulbs flashes very slightly, 
just a bit faster than once every second.

This must mean some current is going to the bulb. Is this expected, 
and so the AWM2s aren't able to be used for this?
